Responsibilities
- Build a mock-up environment simulating COMS NR/NS capabilities on the NATO Software Factory
- Replicate relations between Atlassian JIRA, Atlassian Confluence, and all plugins installed on the production environment
- Replicate Jira processes supporting execution of the DEFEND branch missions and other supporting Jira processes
- Replicate mechanism allowing low-side workflows tracking from the high-side with hand-over/take-over mechanism
- Implement dynamic wiki page publications based on Jira issue changes
- Use dynamic page templates (scaffolding/reporting-based)
- Replicate simulation of the Data diode and the replication mechanism
- Identify and capture functional and non-functional COMS requirements into a NATO AQAP conforming format
- Organize requirements into logical groups to facilitate production of a video
- Capture requirements within the COMS Confluence environment until final review is agreed
- Produce a recorded video demonstrating identified requirements, with timestamps for each requirement
- Securely host the video and deliver a copy to NCIA
- Create and deliver the Word document final requirements deliverable
- Present a live online demo of the COMS mock-up environment to selected industry members with authorized interaction/questions
- Ensure the environment is available and fully functional at the time of the live demo

Background: The NATO Communications and Information Agency (NCIA) acquires, deploys, and defends communication systems and requires specialized advisory services. Scope of Work: Build a mock-up environment of the current COMS NR and COMS NS on the NATO Software Factory. Based on the mock-up, identify and capture requirements of what COMS can deliver today, and demonstrate them in a video and live industry demo. Deliverable D1: Mock-up of COMS NR/NS environment on the NATO Software Factory, simulating current COMS NR/NS capabilities, including relations between Atlassian JIRA, Atlassian Confluence, and installed plugins; replicate Jira processes supporting DEFEND branch missions and other supporting Jira processes; replicate low-side workflow tracking from high-side with hand-over/take-over mechanism; replicate dynamic wiki page publications based on Jira issue changes; use dynamic page templates; replicate simulation of the Data diode and replication mechanism. Final deliverable in Word format. Deliverable D3: Create a recorded video introducing COMS today and walking through requirements from D2, with timestamps per requirement. Video hosted securely by contractor and delivered to NCIA; remains available on contractor-hosted platform through contract end plus 2 months. Minimum resolution 1920x1080p using H.264/AVC encoding; supporting audio minimum 44 kHz; narrator STANAG 6001 Speaking skills level 4 minimum; content meets/exceeds ISO 40180. Deliverable D4: Live online demo of the COMS mock-up environment for an industry engagement day, including authorized Q&A interaction. NCIA invites industry and sets the date; contractor ensures availability and full working condition. Travel: There is no travel expected; if any travel is required, costs are included in overall contract price and not reimbursed separately.
