Saito

Saito is unique in not being built atop POW or POS. Instead, it is built using a new consensus mechanism that pays ISPs instead of miners or stakers. The solution is also notable for not having 51 percent attacks or discouragement attacks, and for making sybil attacks strictly unprofitable.
